William Jarrett Hallowell Hough

William Jarrett Hallowell Hough, III, Esq., was born in Philadelphia, Pennsylvania, in 1956. He graduated from George School, in Newtown, Pennsylvania, in 1974. He received a diploma in East-Central European regional affairs in 1977 from the Austro-American Institute in Vienna, Austria. In 1978, he received a Bachelor of Arts degree in History, with honors, from Colby College in Waterville, Maine. Mr. Hough served in the United States Peace Corps in the Republic of Mali, in French West Africa, from 1979-1981. He received his J. D., cum laude, from New York Law School in New York, New York in 1985. He was an editorial board member of the New York Law School “Journal of International and Comparative Law“. From 1986 to 1987 he served as a law clerk with the Supreme Court of New Hampshire. From 1987 to 1992 he was an associate at the international law firm of Walter, Conston, Alexander & Green in New York, New York. In 1993-1994 he served as legal counsel to the Foreign Ministries of Estonia and Latvia, shortly after the Baltic states restored their independence. 1994 to 1995 he served as legal counsel to the Estonian Privatization Agency, Barents Group LLC and KPMG-Peat Marwick.
